UN report: the number of non-citizens in Latvia is decreasing

According to the report on the fulfillment UN Convention on the Rights of the Child in Latvia, over the past years the number of children born as citizens in Latvia has been increasing. In 2011, 397 children were born as non-ctizens and 17919 as citizens whereas in 2012 – 439 as non-citizens and 19183 as citizens.

The report also highlights that the general situation regarding the issue of non-citizens has improved. As a result of citizenship policy, the percentage of citizens has risen to 83.2 % compared to 77.8 % in 2004. The percentage of non-citizens, in turn, stood at 13.8 % in the first half of 2012, compared to 20.8% in 2004.

Furthermore, it has been noted that in comparison with 2010, the registration process for ‘Latvian citizen’ status in 2011 has intensified. The registration takes place if a person has undergone full primary or secondary education with Latvian as the language of instruction.
